ANC Limpopo Lekgotla Resolutions 2009

The African National Congress ( ANC) has just emerged from a two day Lekgotla were several decisions that impact very positively on service delivery were taken. The extended special Lekgotla was attended by MECs, Mayors and Alliance structures.

The Lekgotla seeks to actualize the ANCs Election Manifesto which identified five priorities of :

  • Creation of decent work and sustainable livelihoods
  • Education
  • Health
  • Rural development, food security and land reform
  • The fight against crime and corruption.

After MECs made presentations on what their departments’s core mandates are, what they are not, and what they intend doing in the future, there were robust debates, especially on what the government needs to do to make sure that people have access to basic services i.e water, electricity, houses, roads and etc.

The Lekgotla was also guided by the Millennium Development goals which South Africa is a signatory to. The Millennium Development Goals clearly sets out specific goals that should have been achieved by 2012.

Therefore the resolutions are;

1. Education

  • We must progressively expand the school nutrition program to include high school learners in poorer areas
  • Focus should be on quality of education
  • Develop a comprehensive strategy on Early Childhood Development
  • Review the Human Resource Development Strategy
  • Engage the Minister of Higher Education to relook at effective utilization of teacher training, skills academy and vocational education (FET)
  • Engage the Minister of Higher Education to accredit University of Venda and University of Limpopo to introduce programs like engineering to address our dire need of technical skills
  • Embark on programs that promote literacy and numeracy
  • Expand the DINALEDI program
  • Finalise the issue of temporary teachers.
  • Fill vacant posts 

2. Health

  • Strengthen Primary Health Care by eradicating the backlog of health services and improving the availability of health professionals
  • Decrease mortality rates through strategic interventions
  • Engage the National Department of Health to establish a fully fledged Medical School in the Province.

3. Rural Development, Land Reform and Agrarian Change

  • Embark on agrarian reform with a view to supporting subsistence food production, expanding the role and productivity of modern small-holder farming and maintaining a vibrant and competitive agricultural sector
  • Implement the program to help those working on the land with implements, seeds, tractors, infrastructure for irrigation and other forms of material support
  • Work together with commercial, agricultural and private sector to promote black economic empowerment, create partnerships between emerging and established farmers, create linkages between large and small farmers support for new enterprises in the agricultural sector
  • Accelerate roll-out of rural infrastructure, particularly roads but also other services, including potable water, electricity and irrigation and ensuring in particular the former Bantustan areas are properly provisioned with an infrastructural base for economic and social development
  • Put in place a viable support system for beneficiaries of both land restitution and land redistribution
  • Promote sustainable livelihoods in rural areas
  • Engage the Minister of Water Affairs on Water Rights
  • Work with the National Minister of Land Affairs to expedite land redistribution and restitution.

4. Infrastructure Investment Program

  • Implement infrastructure investment program
  • Infrastructure program acts as a catalyst towards the broader development of the economy
  • Elements of investment include:
    • Water infrastructure
    • Electricity
    • Rollout and upgrade of transport infrastructure
    • Investment in ICT infrastructure
    • Building of integrated human settlements
    • Improvement in infrastructure related to 2010 soccer world cup
  • Ongoing maintenance and upgrade
  • Improve project management
  • Strengthen Coordination on infrastructure roll out
  • There should be closer inter-ministerial direction of inter-departmental planning, programming and implementation
  • Ensure the program contributes to the development of labour intensive technologies and that opportunities for employment creation are strengthened
  • Cooperate with National Department of Transport to prioritize the N1 to Lephalale (R33) and Polokwane to Burgersfort (R37) roads
  • Partner with the Private Sector to implement mega-projects in Lephalale and Burgersfort
  • Kick start the process of building the parliamentary complex
  • Strengthen the project management capacity of the Department of Public Works so that it can deliver on its mandate.

5. Fighting Crime and Corruption

  • The program of school safety be implemented
  • The Rural Safety Plan must be implemented and made visible in rural areas
  • Establish Community Safety Forums
  • Establish Street Committees
  • Implement anti-corruption strategy

6. Government Regional Centres

  • Reaffirm the ANC decision on district seats of government:

    • Jane Furse in Sekhukhune
    • Polokwane in Capricorn
    • Giyani in Mopani
    • Thohoyandou in Vhembe and
    • Modimolle in Waterberg
  • Expedite the building of district office in Sekhukhune
  • Provincial and National Government departments must assist the host municipalities of the regional centres to develop infrastructure and attract more investment

 7. Arts and Culture

  • Implement the Cultural Industry Growth Strategy that seeks to bring the cultural industry into the mainstream of the economy
  • Encourage Sports, arts and culture to contribute to social cohesion and national identity.

8. Sports

  • Revive school sports
  • Intensify mass participation program
  • 2010 FIFA Soccer World Cup
    • Provincial government should dedicate more resources, both human and financial, to focus on preparations for 2010 FIFA Soccer World Cup
    • Provincial Government and Municipalities, in particular Polokwane, should Intensify publicity and public mobilization on 2010

9. Social Development

  • Finalize the implementation of the recruitment and retention strategy with regard to social workers
  • Enhance the capacity of social development department

10. Planning

  • Enhance planning capacity and coordination

11. Budget

  • We need to improve budget and spending capacity
